MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF ADAMS COUNTY FIRE PROTECTION DISTRICT

February 26, 2020

A regular meeting of the Board of Directors of the Adams County Fire Protection District was held at the District’s Station 11, 1675 W. 69th Avenue, Denver, CO 80229, commencing at 6:07 p.m.

BOARD MEMBERS PRESENT:

  • Jerry Marchese President/Chairman

ALSO PRESENT:

  • Stuart Sunderland Deputy Fire Chief
  • Troy Patterson Deputy Fire Chief
  • Sandy Danne Administrative Assistant
  • Dino Ross District Legal Counsel

ABSENT:

  • Ken Ciancio Vice President (excused)

Secretary Spano made a motion to excuse Vice President Ken Ciancio. Asst. Secretary Lombardi seconded the motion. The motion passed unanimously.

MOMENT OF SILENCE:

Chairman Marchese called for a moment of silence for the twelve fallen firefighters to date in 2020.

PLEDGE OF ALLEGIANCE:

Chairman Marchese led those present in the Pledge of Allegiance.

ADDITIONS OR DELETIONS TO THE AGENDA: None

APPROVAL OF PREVIOUS MINUTES:

Secretary Spano made a motion to approve the minutes from the January 22, 2020 Board meeting, as presented in the Board packet. Asst. Secretary Lombardi seconded the motion. The motion passed unanimously.

TREASURER’S REPORT:

The Board reviewed the January 2020 financials. Treasurer Domenico made a motion to approve the January 2020 financials, as presented in the Board packet. Secretary Spano seconded the motion. The motion passed unanimously.

CORRESPONDENCE:

Executive Administrative Assistant Danne read a “thank- you” card from Captain Casey Andersen for the support and flowers he received from the District for the death in his family.

Executive Administrative Assistant Danne read a “thank-you” from North Valley Bank retired bank president Gary Gilliard Summit thanking Chief Laurienti, Executive Administrative Assistant Danne and the District for the basket he received on his retirement.

Executive Administrative Assistant Danne read a “thank-you” from South Metro Fire Rescue Fire Protection District expressing their gratitude for the support shown to them by the District over the loss of their former Deputy Chief Troy Jackson.

Executive Administrative Assistant Danne read a “thank-you” note from the wife of a patient , thanking the District and the crews for their assistance and care for her husband over the past month.

PUBLIC COMMENTS (AGENDA ITEMS ONLY): None

CONSIDER AND POSSIBLE APPROVAL OF IGA WITH NORTH METRO FIRE RESCUE DISTRICT REGARDING FLEET MAINTENANCE:

Following discussion, Secretary Spano made a motion to approve the IGA with North Metro Fire Rescue District regarding Fleet Maintenance. Treasurer Domenico seconded the motion. The motion passed unanimously.

CONSIDER AND POSSIBLE ACTION ON ADDING A TAX EXTENSION BALLOT AND/OR A REVENUE STABILIZATION AUTHORITY BALLOT TO THE MAY 5, 2020, ELECTION.

Attorney Ross noted that he and Chief Staff had discussed the form and content of the proposed ballots with the Board during the study session that was held before tonight’s regular Board meeting. Secretary Spano made a motion to add the two ballots to the May 5, 2020 election. Treasurer Domenico seconded the motion. The motion passed unanimously.

CHIEF’S REPORT:

In addition to his written report included in the Board packet, Fire Chief Laurienti reported that he will be taking the month of June off and asked the Board if they will give Deputy Chief Sunderland his offer letter effective June 1 instead of July 1. Following discussion, the general consensus of the Board was that it had no concern with moving Deputy Chief Sunderland’s start date as Fire Chief to June 1. Attorney Ross will prepare a simple amendment to Deputy Chief Sunderland’s offer letter for the Board to consider at the March Board meeting. The Board had no questions for Fire Chief Laurienti.

DEPUTY FIRE CHIEF’S REPORT:

In addition to his written report included in the Board packet, Deputy Chief Sunderland thanked everyone for the outpouring of texts, cards and gifts on the passing of a family member. The Board had no questions on Deputy Chief Sunderland’s written report.

DEPUTY CHIEF’S REPORT:

In addition to his written report included in the Board packet, Deputy Chief Patterson reported that he is excited for the interviews that will be conducted next week for the lateral hires. The following week, 15 of those candidates will move on to the Chief’s interview, and 5 to 9 of those will be hired, based on the quality of the candidates.

The apparatus has been ordered and paid for; it will take up to six months to have it delivered. The Board had no questions regarding Deputy Chief Patterson’s written report.

ATTORNEY’S REPORT:

In addition to his report included in the Board packet, Attorney Ross passed out the latest 2020 Colorado Legislative Tracker. His firm will continue to track pending legislation that could affect the District and will be providing the District with a Legislation Tracker each month, as part of the Attorneys’ report. Attorney Ross discussed several pending bills with the Board. The Board had no questions for Attorney Ross.

DIRECTOR’S REPORT:

  • Secretary Spano: Nothing to report.
  • President Marchese: Nothing to report.
  • Treasurer Domenico: Nothing to report.
  • Director Lombardi: Notified the Board he will not be at the March Board meeting as he is accompany his son on a school trip.

ADJOURNMENT:

With no further business to come before the Board, Secretary Spano made a motion to adjourn the meeting. Assistant Secretary Lombardi seconded the motion. The motion passed unanimously. The meeting adjourned at 7:13 p.m.
