MINUTES OF REGULAR MEETING OF THE BOARD OF DIRECTORS OF ADAMS COUNTY FIRE PROTECTION DISTRICT
May 22, 2019
A regular meeting of the Board of Directors of Adams County Fire Protection District was held at Station 14, Administration Office, 8055 N. Washington Street, Denver, CO 802291, commencing at 6:01 p.m.

Secretary Spano stated that, the meeting having been duly posted and a quorum being present, the District Board is ready to conduct business.
Secretary Spano made a motion to excuse Treasurer Brienza. Vice President Ciancio seconded the motion The motion passed unanimously.
DELETIONS OR ADDITIONS TO THE AGENDA:
Add Anthony Rosa going into the drop 3.03.
Secretary Spano made a motion to approve the agenda as presented. Asst. Secretary Domenico seconded the motion. The motion passed unanimously.
MOMENT OF SILENCE:
Chairman Marchese called for a moment of silence for the seventeen fallen firefighters to date in 2019.
PLEDGE OF ALLEGIANCE:
Chairman Marchese led those present in the pledge of allegiance.

APPROVAL OF MINUTES FROM SPECIAL BOARD MEETING – APRIL 3, 2019:
Vice President Ciancio made a motion to approve the minutes from the Special Board Meeting on April 3, 2019. Secretary Spano seconded the motion. The motion passed unanimously
APPROVAL OF PREVIOUS MINUTES:
Secretary Spano made a motion to approve the minutes from the April 24, 2019. Vice President Ciancio seconded the motion. The motion passed unanimously.
TREASURER’S REPORT:
Asst. Secretary Domenico made a motion to approve the April financials, as presented in the Board packet. Secretary Spano seconded the motion. The motion passed unanimously.
CORRESPONDENCE:
Administrative Assistant Danne read a thank you note from Westminster Fire Department thanking ACFPD A shift crew, paramedics Killpack and Englemann who cared for one of WSD’s firefighter who suffered a seizure on a scene of a call while ACFPD was attending to a citizen.
Danne read a thank you from a citizen who was involved in an accident on I-25 thanking C shift crew for their care and attention to him and his family during the accident. Crew members thanked were Captain Hosmer, Engineer Brugger, Firefighter Asadullaev, Paramedic Kieft and Firefighter Quador.
PUBLIC COMMENT (AGENDA RELATED) – NONE
MEMBER AWARD PRESENTATION FRM CESA:
Sue Silverthorn presented to Board President Jerry Marchese and Deputy Chief Sunderland the CESA Member of the Year Award for Policy Year 2018.
CONSIDER AND POSSIBLY APPROVE THE INTERGOVERNMENTAL AGREEMENT FOR THE INSTALLATION AND MAINTENANCE OF TRAFFIC CONTROL DEVICES WITH ADAMS COUNTY:
Vice President Ciancio made a motion to approve the Intergovernmental Agreement for the Installation and Maintenance of Traffic Control Devices with Adams County. Secretary Spano seconded the motion. The motion passed unanimously.
CONSIDER AND POSSIBLY APPROVE RESOLUTION SUPPORTING APPLICATION TO THE P.O.S.T BOARD TO CLASSIFY FIRE CODE COMPLAINCE OFFICERS AS PEACE OFFICERS AND RELATED DOCUMENTS:
Secretary Spano made a motion to approve the resolution supporting the application to the P.O.S.T. Board to Classify Fire Code Compliance Officers as Peace Offices and Related Documents. Asst. Secretary Domenico seconded the motion. The motion passed unanimously.
APPROVE ENGINEER ANTHONY ROSA ENTERING INTO THE DROP:
Secretary Spano made a motion to accept Engineer Anthony Rosa entering into the DROP. Asst. Secretary Domenico seconded the motion. The motion passed unanimously.
CHIEF’S REPORT:
The Board had no questions in regards to Chief Laurienti’s board report.
DEPUTY FIRE CHIEF’S REPORT:
Deputy Chief Sunderland in addition to his written report included in the Board packet added that a date for station 11 open house has been selected and will be September 12. Deputy Chief Sunderland also asked the Board to get any invitee names to the open house to Administrative Assistant Danne by the end of next week. The Board had no questions for Deputy Chief Sunderland.
OPERATIONS CHIEF’S REPORT:
In addition to his written report included in the Board Packet Operations Chief reported that ACFPD held an EMS Open House on Saturday, May 18, that was very successful with more than 100 citizens attending. He reported that Paramedic Shannan Simpson did a great job promoting the program through social media getting the word out.
ATTORNEY’S REPORT:
Attorney Ross provided a brief overview of the District’s legal matters with which his firm has been involved over the last month. Attorney Ross stated that his firm is monitoring the current Colorado Legislative Session for bills which could have an impact on the District. Attorney Ross provided the updated Legislative Tracker which his firm produces regarding those bills, and highlighted several of the bills on the Tracker and reported that the session ended on May 3, 2019
Attorney Ross went over the new legal advisement services on posting board meetings and the changes include the posting only need to be on the fire district’s website and to designate one public building in the district as a back up. The Board had no questions for Attorney Ross.
DIRECTOR’S REPORT:
- Director Domenico Nothing to report.
- Director Spano Nothing to report.
- Director Ciancio Nothing to report.
- Director Marchese Nothing to report.
EXECUTIVE SESSION:
Secretary Spano moved to go into Executive Session to receive advice of legal counsel pursuant to C.R.S. §24-6-402(4 (b), (e), and (f) to discuss the possible merger with South Adams County Fire Protection District and personnel issues. Asst. secretary Domenico seconded the motion. The motion passed unanimously.
Attorney Ross certified that the executive session will constitute a privileged attorney client communication and will not be recorded. The Board went into Executive Session at 7:10 p.m.
Secretary Spano moved to come out of Executive Session. Asst. Secretary Domenico seconded the motion. The motion passed unanimously. The Board came out of Executive Session at 8:02 p.m.
ACTION ON MATTERS DISCUSSED IN EXECUTIVE SESSION:
Secretary Spano made a motion to accept Rose Marchese as Citizen at Large for the Steering Committee in regards to the potential merger with South Adams County Fire District. Vice President Ciancio seconded the motion. The motion passed unanimously.
Secretary Spano made a motion to put station 15 up for sale. And Chief Staff will choose a realtor. Vice President Ciancio seconded the motion. The motion passed unanimously.
Secretary Spano made a motion to appoint Director Domenico to Board Treasurer and Director Brienza to Board Asst. Secretary. Vice President Ciancio seconded the motion. The motion passed unanimously.
ADJOURNMENT:
With no further business to come before the Board, Secretary Spano moved to adjourn the meeting. Asst. Domenico seconded the motion. The motion passed unanimously. The meeting was adjourned at 8:05 p.m.
